Importacular defaults to preventing gifts with a value of 0 (no matter the currency) from importing, but you can allow this by changing your Gift Area Settings.
Above, you can see the default. To allow the gifts with a value of 0, you will need to uncheck the box next to 'Do not add gifts of $0'.
