When you validate or import data in Importacular, you will not be able to proceed if any of the records have an Action to Take of 'Decide'.
To proceed, you will either need to resolve each of the records marked 'Decide' one by one or you will need to adjust your Criteria Sets to change how the records in your data source match to records in the Raiser's Edge.
