When the 'Validate Data Only' box is unticked, but 'Import Now' is greyed out, you should check to ensure that you have closed the review screen from validation.
Below, you can see a screenshot where the summary of validation has not been closed.
When we close that review, the screen will look like this and the 'Import Now' feature is enabled.
