There is nothing on the constituent code node when you create a new rule based on constituent code that will indicate whether or not the record has a primary constituent code of a certain type or not.
However, it is possible to select on the main constituent node, "constituent code" which is the primary constituent code.
If you have a rule based on this, then it will only run when it matches with the primary constituent code and not any other in the list.
